Franchising Ced Benson is my pick.
Like you said cut 9 months earlier coupled with the rumors he is a huge underachiever/bust. You would pay him Top 5 running back money 6.5m. Take in account it looks like the Bengals will try to bring back the really bad offensive line they put out in the 2008 season.
Now He did have three games where he rushed for over 100yards, but they were against the Browns, Chiefs, and Jaguars. When facing teams with defense he rushed for 35 (Pittsburgh 2nd game) 17(Baltimore he was not on the team for the first game) 30(Dallas) and 42(Eagles)
Lets not forget the 2 TD's O, but wait there were 2 fumbles to boot.
Plus with Fred Taylor and My Favorite Deuce McAllister now free agents who are both proven backs just sums up why this would make Benson the most hilarious Franchise tag in years.
Why not Franchise your leading scorer Graham with 78pts. Next closest mind you was 24pts tie between TJ and Johnson..Fitzpatrick came in with 12pts this is also a really funny stat.
Plus the Seahawks Franchised their kicker in 2007.
